Adel Hagekhalil is a registered civil engineer with the State of California and a national Board-Certified Environmental Engineer. Adel was appointed by Mayor Eric Garcetti in August 2018 as the Executive Director and General Manager with the City of Los Angeles’ Bureau of Street Services (StreetsLA). Adel is responsible for managing, maintaining and upgrading the City’s street network including streets, sidewalks, trees and bikeways with focus on safety, mobility and sustainability. Adel is leading StreetsLA in enhancing LA’s urban forest and tree canopy while providing innovative technologies to cool our neighborhoods. Under his direction, Adel is integrating green infrastructure and multi-benefit elements into the City’s street renewal efforts.Recently, Adel was the Assistant Director for the City’s Bureau of Sanitation where he was responsible for the Bureau’s wastewater collection system management, storm water and watershed protection program, water quality compliance, and facilities and advance planning. Under his direction, the City has prepared an award winning 2040 One Water LA Plan “One Water,” which relies on public input and participation, and integrates water supply, water reuse, water conservation and storm water management with wastewater facilities planning through a regional watershed approach. Under his leadership, a long-term funding County measure (Measure “W”) was passed building on the success of Proposition “O” water quality bond measure. Leading the way, Adel developed various programs leading to 90% reduction in sewer overflows while renewing LA’s sewer system. Adel served for 9 years as Board member and most recently President with the National Association of Clean Water Agencies (NACWA). Adel is currently serving on NACWA’s co-Chair for the Arid States Water Reuse Group and member of the National Water Sector Coordinating Council. Adel is active with the American Public Works Association (APWA) as part of the Big Cities Big Counties Group.

As a semi-seasoned professional within the Sport and Entertainment world, Alicia D. Pratt has a very unique and different background. As a female who grew up in Dhahran, Saudi Arabia she was deeply immersed in the mixture of Saudi and American culture at a very young age. Growing up within the Saudi Aramco Community - Sports, Recreation, and Culture played vital roles in her upbringing. The ideas of a small organization of recreation community management services grew to develop a passion which became a vision of a career path at a very young age.
Alicia D. Pratt began her career working in community organized sports in Saudi Aramco. Her love for sport and passion to help people began as a community umpire at the age of 12 and developing and supporting the annual Summer Splash programs at 14 as a returning student, as well as served as a community services management representative post college for various camp facilities. She knew sport and environment were closely tied together and the impact of sport influence within a common ground provides a universal experience from the moment of initial interaction – no matter what the theme, environment or method present.
Pratt is a graduate of Menlo College with a BS in Business Management with a concentration in Sport Management, as well as an Alum of Notre Dame de Namur Master’s Program for Business Administration with studies in Human Resources Management and Marketing. Post her Master’s Program, Alicia was provided an opportunity to work for the San Francisco Forty-Niners at Candlestick Park, unsought of knowledge that Levi’s Stadium was opening one-year post her hire date – the creative side of her professional career truly began to unfold and in July of 2014 the adventure began. The beautiful real-estate of Levi’s Stadium, the State-of-the-Art Facility, is located in the heart of Silicon Valley in the beautiful City of Santa Clara. Through Pratt’s time at Levi’s Stadium she assisted in operating the stadium through numerous unforgettable events such as NHL Stadium Series 2015, Super Bowl 50, and the 2019 College Football Playoff Championship Game among numerous other events that have brought millions of guests through the gates to experience a world class facility. Post Levi’s Stadium Management, Pratt currently supports the Arena Operations team for Chase Center within Thrive City in San Francisco, California for the Golden State Warriors. Currently only being less than 4 months old, Chase Center within Thrive City has immersed a new environment for the Mission Bay area with restaurant, retail, and entertainment.

Ariana Vito is the EV Program Coordinator for the City of Santa Monica and works on the Office of Sustainability & the Environment’s Climate & Energy Team. As the primary author of the City’s first EV Action Plan, which calls for 300 public EV charging stations by 2020, Ariana leads the implementation of EV infrastructure projects, rebate programs, policies, and outreach to support greater EV adoption in Santa Monica. She has a background in environmental policy and transportation planning and holds a Masters in Urban Planning from UCLA and a BA in Environmental Studies and International Affairs from Northeastern University.

Chris is the Supervisor of the San Luis Obispo (SLO) Water Resource Recovery Facility (WRRF). After completing a term of six years of service with the United States Navy as a radar electrician in 2010, Chris began an internship with the SLO WRRF. This internship evolved into a career, and Chris obtained his California Grade Wastewater Treatment Plant Operator certificate in 2014. Partnering with PG&E in 2015, Chris was a key team member in spearheading the WRRF's Sustainable Turnkey Solutions energy efficiency upgrade, the first municipal project of its kind in California. His team has built on a 12-year relationship with California Polytechnic State University and their on-site algae research station that is a leading biofuel and low-energy nutrient reduction study site. Breaking ground in mid-2019, Chris is a member of the facility's core management team that is steering a $140M regulatory-driven upgrade.

Diana Alarcon brings more than 25 years of private and public sector experience to the position of Director of Transportation. City of Tucson’s Transportation Department is responsible for parking, planning, engineering, capital improvement roadway projects, transportation policy, transit, traffic signalization and street and traffic maintenance. She joined the City on October 29, 2018.
Prior to joining Tucson, Diana was championing sustainability and connectivity initiatives such as complete street designs, vision zero, citywide greenways and blue-ways as the Director of Transportation and Mobility with the City of Fort Lauderdale, FL. Diana lead the City’s initiative of “connecting our blocks” by creating a true multimodal transportation network of all users through reassignment of existing right-of-way and insuring the connectivity extends beyond the city limits into all neighboring cities.
Diana celebrated 21 years of marriage to her husband, Jorge Alarcon. They have two sons that are currently in college so they are adjusting to the life of being empty nesters. They are excited to part of the Tucson Community and look forward to participating in many future community events.

Doug Rosenberg has been a thought-leader in software engineering for more than 3 decades, including being the author of 8 books on software engineering. His most recent book, Parallel Agile - Faster Delivery, Fewer Defects, Lower Cost is currently in the final stages of production.
Doug decided to build CarmaCam (www.carma-cam.com) in 2016 after being cut off on the freeway one time too many, and decided that this mission was vitally important after learning of the horrific traffic accident statistics (a fatality every 15 minutes and an injury every 15 seconds in the US alone).
CarmaCam brings the power of crowdsourcing to bear on the problem of traffic safety using low-cost hardware and free-to-use mobile apps to capture video of traffic incidents. During the past few years CarmaCam's scope has expanded to include emergency alert reporting (with an initial focus on DUI), bus lane enforcement and general parking violations, including automatic citation generation. Additionally we're applying artificial intelligence and machine learning technology to verify and sanity check incident reports.

Evan Johnson is Climate Policy Advisor at the Governor’s Office of Planning and Research (OPR) where he provides leadership on climate mitigation and adaptation issues, with a specific focus on reducing wildfires and their impacts to communities, natural systems, and the climate. He is also and Executive Officer for the Commission on Catastrophic Wildfire Cost and Recovery. Prior to OPR, Evan was Science and Policy Advisor at CalRecycle, leading the development of data-driven strategies to reduce methane and other climate pollutants through improved management of our waste resources. Previously, Evan was a principal consultant on domestic and international climate policy and science. He holds a Master of Environmental Science and Management degree from the Donald Bren School at UC Santa Barbara where he was a Doris Duke Conservation Fellow.

Frank has over 20 years of mobility and parking management experience and worked in both private and public sectors. He has been through every position in parking and remains active in the parking industry. Frank has an inherent knack for knowing where the industry is headed and is always one of the first professionals to adapt to change.
In 2014, Frank was recruited by LA Metro to overhaul their parking program. Over 24,000 parking spaces spreads out in 1,400 square miles along the Los Angeles County Transit System is currently under his administration. The objective of his team is redeveloping the parking program in a comprehensively. Frank also serves as the Board of Director and Public Council Chairman for National Parking Association. Frank has an inherent knack for knowing where the industry is headed and is always one of the first professionals to adapt to change. Frank’s aggressiveness and accomplishment not only recognized in both state and national level but also earned him recognitions for being innovative. In 2017, Frank has expanded himself with his forward innovative thinking to oversight Shared Mobility programs such as Countywide Transportation Demand Management, Metro Bike Share, Regional Rideshare Program, Countywide Vanpool programs, Active Transportation programs and Micro Mobility Regulation programs, and along with the Transit Parking Program. With his role, Frank and his team have developed new plans and different approach to innovatively deliver alternative mobility programs in addition to public transit, making it further equitable, accessible and user friendly.
Frank has awarded the 2010 CPPA Parking Professional of the Year and the City of Santa Monica has awarded the 2011 CPPA Parking Program of the Year and the Los Angeles Metro has also awarded the 2017 CPPA Parking Program of the Year under his lead. Frank also received the National Parking Association Innovator of the Year Award in 2014. In 2018, Frank’s awarded by his agency with Innovation Award of the Year.

Responsible for the day-to-day leadership and operation of the firm, Mr. Martinez has developed ATSER into a multi-million dollar corporation with offices in Houston, Dallas, Austin and Fort Worth, Texas, and Denver, Colorado. In 1994, he founded ATSER Systems, a division of ATSER that produces a variety of construction software technologies. To date, three of Mr. Martinez's construction software packages have received United States Patents.
Mr. Martinez received a Bachelors degree and a Masters in Civil Engineering from Texas A&M University, as well as a Doctor of Philosophy in Civil Engineering from Century University. In 1992, He was named as a "Young Engineer of the Year" by the Texas Society of Professional Engineers recognizing him for his outstanding technical ability, humanitarian, social, political and community involvement.

Garrett is the Climate Program Manager for the County of Santa Barbara. He is responsible for the County’s Energy & Climate Action Plan, which has a goal to reduce communitywide emissions 50% by 2030 (below 1990 levels). Previously, Garrett served as the Sr. Sustainability Analyst for Climate & Energy for the City of Santa Monica, where he led policy, projects and programs for climate, energy and electric vehicles. Garrett is 2019 Board Chair of the Local Government Sustainable Energy Coalition, which advocates for local governments on critical energy and climate issues before the California Public Utilities Commission and California Energy Commission.

the past 7+ years being the COO of the Rose Bowl Stadium.
He currently oversees all of the stadium operations, event day operations, as well as but
not limited to all capitol improvements, preventative maintenance programs, human
resources, client relationships, and information technology.

George started his sports and entertainment management career in South Florida in the
private sector, with Contemporary Services Corporation, CSC. During his time in South
Florida George worked at the University of Miami as the Director of Facility Operations
for the athletic department. In his 3 year stint with University of Miami, George oversaw
the upkeep, rental, renovation, and construction of all athletic facilities as well as
assisted in football game day operations.
He graduated from Iowa State University in 2001 with a B.S. degree in Sports
Management.

Harlan L. Kelly, Jr. is General Manager of the San Francisco Public Utilities Commission (SFPUC), the third largest municipal utility in California, which provides drinking water and wastewater services to San Francisco; wholesale water to three Bay Area counties; and green hydroelectric and solar power to San Francisco’s municipal departments. Mr. Kelly began his tenure as General Manager in 2012, after previously serving as the SFPUC’s Assistant General Manager, Infrastructure, overseeing $10 billion in capital programs for water, sewer and power.
His civil engineering career spanning over three decades includes his tenure as the City Engineer of San Francisco (1996-2003). He is a licensed professional engineer, and a graduate of the University of California at Berkeley in Civil Engineering. He is the recipient of numerous awards, including the Eminent Engineer Award from the National Engineering Honor Society Tau Beta Pi; and the Heroes and Hearts Award from the San Francisco General Hospital Foundation for exceptional community service. Most recently he was inducted into the University of California’s Academy of Distinguished Alumni.
He is on the Board of Directors of the National Association of Clean Water Agencies (NACWA), as well as the Bay Area Council. He is a member and longtime supporter of the National Society of Black Engineers (NSBE). He co-founded the youth internship program Project Pull, which has been in continuous operation since 1995. His writing and insights are featured in The Value of Water – A Compendium of Essays by Smart CEOs. Hedi has 25 years of Information Technology Experience and has been a prominent figure in Central Florida where she has held leadership advisory positions such as President, Past President, and VP of Member Relations of PMI’s (Project Management Institute) Central Florida Chapter. Hedi is currently on the board of directors of Quest, Inc., a non-profit organization that helps individuals with developmental disabilities. Hedi leads the Infrastructure team at OUC and is directly responsible for ensuring that the backbone of all OUC operations is up and operational 24 by 7. She previously was the Director of Major Projects and have successfully delivered at least 12 IT Major Projects year after year. Her leadership is instrumental in OUC being recognized in 2014 and 2015 by CS Week and Electric Light & Power Magazine with awards for their Best Smart Grid Infrastructure (MDM) project of the year and Best Innovation in Customer Service for North America in the Large Utility Category. Hedi has an extensive background in many industries and has worked as a Senior Architect consultant for major companies such as Citicorp, Planet Hollywood, Media Arts, etc. She is a graduate of De La Salle University with a bachelor’s degree in Computer Science and holds a MBA from Rollins College’s Crummer Graduate School of Business, where she graduated with high honors.

A recognized leader in the industrial technology sector, Mr. Giometti brings 20 years of unique expertise for improving capital projects outcomes by leveraging exponential technologies, intelligent materials, and lean methodologies. Before HCSS, he ran the Global R&D group for Blackstone's geosynthetic materials venture that serves construction and engineering projects. Previously, he launched Hyster-Yale’s smart fleet management and telematics as well as the Motorola’s IoT/RFID technologies across capital projects worldwide.
Mr. Giometti holds MBAs from UNC Chapel Hill and Tel-Aviv University, and is a graduate from Stanford GSB and Singularity University executive programs.

John Bednarski is the Chief Engineer and Group Manager of Engineering Services for the Metropolitan Water District of Southern California. He is responsible for all of Metropolitan’s engineering activities, including management of the Capital Investment Plan; facility planning; construction management and inspection; project management; and infrastructure monitoring.
Bednarski joined Metropolitan as an associate engineer in 1991 after working at the Los Angeles Department of Water and Power for 10 years. His early work at Metropolitan focused on treatment plant expansions and the oxidation retrofit program. He later headed both the Program Management Unit and the Infrastructure Reliability Section within the Engineering Services Group. In the latter role, Bednarski was responsible for Metropolitan’s construction management efforts as well as infrastructure assessments, survey and mapping/GIS activities. He also oversaw the completion of the $1.1 billion Inland Feeder project. Most recently, he has led Metropolitan’s support for the conceptual design of the Delta Conveyance Project and managed the development of the Regional Recycled Water Program and the Advanced Water Purification Center demonstration plant.
Bednarski is a registered civil engineer in California and earned a bachelor’s degree in chemistry from Claremont McKenna College. He also holds a Master’s of Public Administration and a Master’s of Science degree in environmental engineering from the University of Southern California.

Los Angeles World Airports
John Carver sits on the Executive Committee for Los Angeles World Airports. LAWA is responsible for the management and operations of Los Angeles International Airport (LAX), Van Nuys Airport (VNY) and Palmdale Airport. With over 80 million passengers a year, LAX is currently the fourth busiest airport in the world and one of the fastest growing air cargo airports in North America. LAWA is involved today in what are viewed to be the largest public works projects in the history of Los Angeles, an over $13 billion capital improvement program. This ambitious collection of projects are aimed at modernizing LAX’s transportation network and to otherwise prepare the airport to meet future growth, now expected to exceed 100 million passengers a year, all with an eye towards the City’s hosting of the 2028 Olympics. John has direct responsibility for a number of LAWA projects underway, including the development of LAX Northside, one of the last undeveloped parcels in LAWA’s asset portfolio. In addition, John leads the development team responsible for carrying out a new and integrated air cargo complex to meet the growing demands of LAX’s cargo customers. John also leads a LAWA Task Force on Emergency Power Readiness to help LAX develop a tactical and strategic plan to insure energy resiliency in the event of an unforeseen power loss.
John is a native of California and a graduate from the Marshall School of Business Administration from the University of Southern California. He and his wife, Kathy, reside in Hermosa Beach, CA.

John Keisler is the Economic Development Director for the City of Long Beach. The mission of department is to increase economic opportunities for workers, investors, and entrepreneurs in Long Beach through workforce, business, and property development programs.
After completing bachelor degrees in Philosophy and Religion at St. Olaf College, he joined Teach For America, teaching middle school literacy and civics in Newark, NJ. To address the chronic community challenges facing his students, he turned to a career in city management, working with the League of California Cities and completing his MPA at the USC Price School of Public Policy.
In 2005, John was hired as a Management Assistant by the City of Long Beach, and rotated through four departments. Over the next decade, he led multiple change-management projects throughout the City, serving as the Animal Care Services Bureau Manager, Business Operations Manager for the Parks, Recreation & Marine Department, CFO for the Police Department, and the City’s first Innovation Team Director.
John lives in Long Beach with his beautiful wife Laura and his two sons Christopher (9) and Benjamin (12), where he serves on a number of civic boards and coaches youth sports.

Lori Mitchell has worked in the renewable energy and utility industry for over 20 years. She is currently the Director of Community Energy for San José Clean Energy (SJCE). The City of San José is the 10th largest city in the United States and will be the largest single jurisdiction to operate a community energy program. SJCE will serve over 5,000 GWh of load and 350,000 customers. Lori comes to San José from her most recent employment at the San Francisco Public Utilities Commission (SFPUC). Her career at SFPUC reflects a succession of progressively responsible positions, including Manager of Renewable Energy, Power Supply Manager and, most recently, Acting Director of Energy Infrastructure.
Lori is a licensed Mechanical Engineer in California with an educational background in environmental resources engineering. The earlier part of her career included working on all aspects of a renewable energy start-up called PowerLight, which eventually was acquired by SunPower Corporation in San José. At the SFPUC, her work included the initial energy contract negotiations for its CCE program and managing related operations, managing operating and capital budgets, and hiring and building operational teams. She was appointed Director of Public Works in 2017 and had worked previously in Beverly Hills as the Utility Manager.
Prior to returning to Beverly Hills, Ms. Epstein was general manager for the City of Ventura water utility for six years. In this positon, she and her staff built a potable reuse demonstration facility to gather data on advanced water purification and educate the public, provided reclaimed water for non-potable uses, wrote a Water Shortage Contingency Plan and oversaw the creation of a Water Commission among many other accomplishments.
