Andy Byford is a transport professional whose career has spanned three continents over three decades. Today, he serves as a Special Advisor to the Amtrak Board of Directors for the New York Penn Station Transformation project.

David Zimmer, Executive Director, New Jersey Infrastructure Bank
During his tenure, David Zimmer has focused on broadening the reach of the I-Bank’s financing programs and bringing efficiencies to the I-Bank’s processes. He has introduced several new successful loan programs that include the short-term Construction Loan Program, the SAIL Disaster Relief Loan Program, and the NANO Loan Program, which provides heavily subsidized funding for the State’s smallest drinking water systems. He has overhauled the I-Bank’s credit policy to bring transparency and clarity to borrowers and investors and has improved the efficiency and effectiveness of the I-Bank by implementing a modern, web-based loan management system, enhancing internal controls, and requiring more thorough, compliance oversight.

Edith Hsu-Chen, Executive Director, NYC Department of City Planning
Edith Hsu-Chen serves as Executive Director of the NYC Department of City Planning, where she oversees citywide planning initiatives and implementation of the City’s long-term growth, housing, and infrastructure strategies. Her work centers on integrating sustainability, design, and policy to strengthen communities against climate risk.

Gerald Verno, CLTD, SCOR-P, is a seasoned supply chain leader with over 15 years of experience optimizing operations, analytics, and logistics for large-scale transit systems. As Director of Supply Chain Planning and Analytics at the Washington Metropolitan Area Transit Authority (WMATA), he drives efficiency and resilience across a complex regional network. Jake Turetsky, Vice President - Project Performance, MTA Construction and Development
Jake Turetsky is Vice President of Project Performance at MTA Construction & Development, where he leads initiatives to improve efficiency, accountability, and delivery outcomes across one of the nation’s largest transit infrastructure programs. Prior to joining the MTA, he spent over a decade at the NYC Department of Transportation, most recently serving as Assistant Commissioner of Analytics & Performance Management.
