Alannah Irwin is the Sustainability and Resiliency Administrator for the City of Boynton Beach, where she leads citywide initiatives focused on climate adaptation, energy efficiency, and sustainable development. With over a decade of experience in environmental policy and air quality management, she has driven impactful programs advancing public health, resilience, and regulatory compliance. Previously with the Florida Department of Environmental Protection, Alannah earned recognition for her innovation and leadership in environmental protection. She holds an M.S. in Geosciences from Mississippi State University and a Graduate Certificate in Natural Resource Policy from the University of Florida.

Andrew Mafadzwa Chiwara, Construction Project Manager, Airport Development, Broward County Aviation Department, Fort Lauderdale-Hollywood International Airport

Andrew Mafadzwa Chiwara is a Construction Project Manager with the Broward County Aviation Department, leading critical airport development initiatives at Fort Lauderdale–Hollywood International Airport. With more than two decades of experience across construction management, cost engineering, and structural inspection, he brings deep technical expertise to complex infrastructure programs. Andrew has overseen major airfield and terminal projects, applying rigorous standards in drainage, contract management, and construction quality. He holds a Master of Science in Construction Management from Florida International University and has a long track record of delivering safe, efficient, and compliant aviation infrastructure.

Aneisha Daniel, Director, Miami-Dade County Department of Solid Waste Management

Dr. Aneisha Daniel, Ph.D., serves as the Director and CEO of Miami-Dade County Solid Waste Management, leading one of the region’s largest and most complex public service operations. She brings more than 30 years of public-sector leadership experience, including key roles in Miami-Dade County, the City of Fort Lauderdale, and the City of North Miami—where she served as Interim City Manager and Deputy City Manager. Her expertise spans solid waste systems, public works, administrative services, organizational performance, and large-scale municipal operations. Dr. Daniel holds a Ph.D. in Business from Florida Atlantic University and is widely respected for her commitment to innovation, community impact, and excellence in public service.

Bach McClure, Stormwater Program Administrator, Brevard County Natural Resources - Stormwater Program

Bach McClure is the Stormwater Program Administrator for Brevard County’s Natural Resources Management Department, where he oversees engineering and water quality initiatives across the county. With nearly two decades of experience in stormwater systems design, hydrology, hydraulics, and nutrient reduction, he has led projects focused on modeling, design, and construction of sustainable drainage and water management infrastructure. Earlier in his career, he worked as a civil engineer on airport design and construction as well as stormwater basin delineation projects. Bach holds a bachelor’s degree in Civil Engineering from Saint Martin’s University and pursued additional studies in Computer Engineering at the University of Central Florida.

Christopher Wagner, Director, PMWEB

Christopher Wagner is a Director at PMWEB, where he helps owner-operators streamline capital project delivery through integrated program management and digital control systems. With nearly two decades at PMWEB, he supports organizations in improving visibility, accountability, and performance across large, complex project portfolios. He is an active industry voice on secure AI adoption, construction technology, and data governance in infrastructure delivery. Christopher frequently speaks and moderates sessions at leading industry forums, sharing practical insights on digital transformation for capital programs.

Dan Zhu, Chief Resilience Officer, Office of the City Manager, City of Gainesville

Dan Zhu, PhD is the Chief Resilience Officer for the City of Gainesville, where she leads citywide efforts to strengthen preparedness, infrastructure, and community well-being. She spearheaded Gainesville’s first Resilience Plan, adopted in 2025, and has helped secure $46 million in federal and state funding with a 91% grant success rate. With 20 years of experience in urban strategy and public-sector innovation, she focuses on turning bold ideas into measurable results. Dr. Zhu also serves as affiliate faculty at the University of Florida and contributes nationally through roles with IUCN and the American Planning Association.

Djemcy Limage, Project Engineer (Traffic), City of Boca Raton

Djemcy Limage, CGC, is a Project Engineer for the City of Boca Raton, where he oversees infrastructure and transportation projects that enhance mobility and community connectivity. With over a decade of experience in traffic engineering, transportation planning, and civil design, he has contributed to major roadway, safety, and redevelopment initiatives across South Florida. Prior to joining the City, he worked with Marlin Engineering and FDOT District VI on traffic operations and corridor studies. Djemcy holds a Bachelor’s degree in Civil Engineering from Florida International University.

Dru Badri, Assistant District Construction Engineer, Florida Department of Transportation

Dru Badri, P.E., serves as Assistant District Construction Engineer at the Florida Department of Transportation (FDOT), where he oversees complex infrastructure and transportation projects across South Florida. With more than two decades of experience in construction management and engineering, he has held key roles at FDOT and Professional Service Industries, Inc. (PSI). A graduate of the FDOT Leadership Institute and Graduate Leadership Academy, Dru also teaches as an Adjunct Professor at Florida International University. He was recognized as ASCE’s Young Engineer of the Year for his contributions to the profession.

Gary Hubbard, Water Department Director, City of Winter Haven, Florida

Gary M. Hubbard, P.E. serves as the Water Director for the City of Winter Haven, where he oversees strategic planning, infrastructure investment, and operations across the city’s water and wastewater systems. With more than two decades of public-sector utility leadership, he previously directed utilities in Charlotte County, FL and held senior roles managing treatment facilities in Cayce, South Carolina. Gary is known for advancing resilient, financially sound, and data-driven approaches to water management. He is a Clemson University graduate and a committed advocate for sustainable, long-term utility stewardship.

Hamid Nikvan, Public Utilities Director, City of North Miami Beach

Hamid Reza Nikvan is the Director of Public Utilities for the City of North Miami Beach, overseeing NMB Water’s $200M operation serving residents and businesses across South Florida. With over 18 years of leadership experience in both public and private sectors, he specializes in smart utility infrastructure, capital improvement planning, and operational efficiency. Previously, he held senior roles in Cooper City and Deerfield Beach, managing large-scale utility modernization and sustainability initiatives. Hamid holds a Master’s degree in Electrical and Electronics Engineering from Sadjad University of Technology and is a Certified Nonprofit Executive Director.

Jean Boursiquot, Project Manager / Special Projects, Florida Department of Transportation

Jean Boursiquot, E.I., serves as Project Manager for Special Projects at the Florida Department of Transportation, where he leads complex initiatives supporting transportation infrastructure and project delivery across South Florida. With more than a decade of public-sector experience, he has advanced through key roles in project oversight and warranty coordination. Jean holds a Bachelor of Applied Science in Civil Engineering from Florida International University and is recognized for his strong technical, management, and collaboration skills within FDOT’s statewide team.

Jose Ocana, Sustainability Coordinator, Miami-Dade County Public Schools

ose Ocana is a Sustainability Coordinator at Miami-Dade County Public Schools, where he supports district-wide initiatives in climate education, resilience, and sustainable operations. With a background in Environmental Engineering and Climatology from Florida International University, he brings a technical foundation to his work in school-based sustainability programs. Jose is passionate about empowering educators and students to take climate action through curriculum, collaboration, and community engagement. He is committed to advancing practical, science-based solutions that strengthen the district’s long-term environmental impact.

Julio Campa, Information Technology Manager, Miami-Dade County

Julio Campa is an accomplished IT Manager with Miami-Dade County, overseeing technology strategy and operations for the Miami-Dade Public Library System. With more than two decades of experience, he leads major modernization initiatives across 50 library locations, including network upgrades, cloud migration, digital services, and advanced smart-camera security systems. Julio has delivered over $10 million in cost savings through strategic use of the E-rate program and innovative infrastructure planning. He also drives the implementation of business intelligence systems that provide real-time insights into patron behavior and resource utilization. Known for his strategic vision and hands-on leadership, Julio is a key force in strengthening one of the nation’s largest public library technology ecosystems.

Karly Pulido, Resource Efficiency Officer (Head of Energy and Efficiency), Miami-Dade County Public Schools

Karly Pulido serves as the Resource Efficiency Officer for Miami-Dade County Public Schools, where she leads districtwide strategies to reduce energy use, improve operational efficiency, and expand clean transportation across 392 schools. Previously the district’s first Sustainability Officer, she secured more than $50 million in competitive funding and launched signature initiatives such as the Green Schools Recognition Program and the transition to electric school buses. Her career spans public, nonprofit, and international development roles, with a track record of building partnerships that turn climate goals into measurable, community-wide impact. Karly holds a Master of Engineering in Sustainable Systems Engineering from the University of Wisconsin–Madison.

Keith Carswell, Director, Department of Economic Innovation & Development, City of Miami

Keith A. Carswell is the Director of the City of Miami’s Department of Economic Innovation and Development, where he leads the city’s strategy to position Miami as a global hub for technology, business, and investment. He oversees key initiatives—including Venture Miami and major smart city programs—focused on integrating AI, digital twins, and advanced technologies into the city’s urban fabric. With a career spanning economic development, resiliency planning, and large-scale urban revitalization, he has played a central role in shaping Miami’s growth and enhancing city services through innovation. Carswell also serves as a leading advocate for domestic and international investment, forging partnerships that expand opportunities for local businesses and residents. Kerlyne McHenry, Assistant Director of Public Works, City of North Miami Beach

Kerlyne McHenry is the Assistant Director of Public Works for the City of North Miami Beach, where she leads operational excellence, strategic planning, and performance management initiatives. A Lean Six Sigma Master Black Belt, she brings over 20 years of experience driving process improvement, efficiency, and innovation across both private and public sectors — including leadership roles at the City of West Palm Beach, Office Depot, and Ford Motor Company. Her expertise spans operations management, organizational transformation, and continuous improvement. Kerlyne holds a Master of Science in Industrial Engineering from the University of Florida.

Lenny Barden, Transportation Engineer/City Engineer, City of Alamonte Springs

Leonard Barden, P.E. is a seasoned transportation and civil engineering professional with more than a decade of experience improving mobility, safety, and infrastructure performance. He currently serves as City Engineer/Transportation Engineer for the City of Altamonte Springs, where he leads projects focused on optimizing urban transportation systems with safety as the highest priority. Previously, he held leadership roles with the City of Casselberry, Protean Design Group, and T3 Design, managing complex projects ranging from traffic operations and ADA accessibility to multimodal planning and roadway design. His background includes extensive expertise in AutoCAD, MicroStation, traffic engineering, project management, and the development of standards, specifications, and engineering best practices. Leonard is passionate about delivering efficient, sustainable, and innovative transportation solutions that strengthen communities and enhance everyday mobility.

Matthew Ferrer, Sustainability Manager, Orlando Utilities Commission (OUC - The Reliable One)

Matthew Ferrer is a corporate and government sustainability leader with more than 15 years of experience advancing ESG strategy, clean energy innovation, and climate resilience. He currently serves as Sustainability Manager at the Orlando Utilities Commission, where he leads a 14-person team driving energy and water conservation, solar integration, fleet electrification, and carbon-reduction initiatives. His background spans municipal sustainability leadership, ESG software and analytics, franchise operations, and university-level teaching, giving him a uniquely cross-sector perspective on decarbonization and organizational change. Matthew is passionate about helping communities and organizations shift from traditional bottom-line thinking toward healthier, more efficient, and purpose-driven operations.

Michael Bello, Planning & Grants Manager, PortMiami

Michael Bello, PLA, LEED AP BD+C, ENV SP, is Planning Manager at PortMiami, where he oversees capital development, real estate strategy, and economic development initiatives for one of the world’s leading seaports. With over 20 years of experience spanning public and private sectors, he has led award-winning urban design and infrastructure planning projects nationwide. Michael is also a licensed landscape architect and co-founder of the Transit Oriented Development Institute, advancing sustainable mobility and urban revitalization.

Paola Baez, Chief, Multimodal Development Section, Transportation Planning and Policy Division, Miami-Dade County Department of Transportation and Public Works

Paola Baez is Paola Baez, Chief, Multimodal Development Section, Transportation Planning and Policy Division, Miami-Dade County Department of Transportation and Public Works. In this role, she is responsible for overseeing the multimodal transportation system and planning for the future of public transit, which includes initiatives to enhance connectivity and improve the transportation experience for residents and businesses across the county.

Patricia Gómez, Special Advisor for Energy and Resilience, Miami-Dade Aviation Department

Patricia Gomez, P.E., Ph.D. is a seasoned engineering and sustainability leader currently serving as Special Advisor for Energy and Resilience at the Miami-Dade Aviation Department. She brings more than 25 years of experience addressing complex energy, sustainability, and resilience challenges across public- and private-sector environments. A Certified Energy Manager, Certified Green Building Engineer, and LEED AP (BD+C), she pairs deep technical expertise with a systems-level understanding of how infrastructure, policy, and operations intersect. Dr. Gomez is widely recognized for advancing resilient energy strategies, leading countywide risk assessments, and guiding innovative programs that support Miami-Dade’s long-term environmental and economic resilience.

Patricia Roberts, Certified Floodplain Manager, Development Services Department, City of Fort Lauderdale

Patricia Roberts is a Certified Floodplain Manager and U.S. Coast Guard Marine Science Technician veteran, currently serving with the City of Fort Lauderdale. She brings over two decades of experience in urban planning, zoning, environmental compliance, and floodplain management, with a focus on coastal construction, mitigation, and resilience. Patricia played a key role in the Deepwater Horizon Oil Spill response as part of the NOAA SCAT and USCG Environmental Assessment teams. She holds a Master’s in Occupational Health & Safety and Environmental Management from Columbia Southern University and is a dedicated advocate for sustainable coastal development and hazard mitigation.

Raimundo Rodulfo, Director of Innovation and Technology / Chief Innovation Officer, City of Coral Gables

Raimundo Rodulfo, P.E., MSEM, PMP, CSSBB, is the Chief Innovation Officer and Director of Innovation & Technology for the City of Coral Gables, where he has led award-winning smart city initiatives for over two decades. A licensed Professional Engineer and IEEE Senior Member, he has more than 30 years of experience advancing digital transformation, sustainability, and public-sector innovation. Raimundo also serves as Co-Chair of the NIST Global Cities Technology Challenge, contributing to national standards for smart and secure communities. His leadership has earned numerous recognitions, including the 2024 South Florida ORBIE Award and the 2025 National ORBIE finalist honor.

Ramon Gavarrete, Public Works Director, Alachua County Public Works

Ramon Gavarrete is a veteran public works leader with more than 32 years of experience overseeing county engineering, transportation infrastructure, and road and bridge operations. He currently serves as Public Works Director and County Engineer for Alachua County, guiding capital programs, stormwater management, emergency operations, and long-range transportation planning. Prior to joining Alachua County, he spent over two decades in engineering and leadership roles across Highlands County, FDOT, and Caltrans, including serving as President of the National Association of County Engineers. Ramon is recognized for his ability to manage complex public-sector programs, build high-performing teams, and deliver infrastructure that strengthens community resilience and mobility.
