Russ Johnson Chief Capital Projects Officer City of Kansas City, Missouri Russ Johnson is a versatile leader with a unique combination of business, technical and large-scale project leadership experience in both the public and private sector. Recognized as one of the top transportation strategists in the United States, Russ has led significant and challenging projects in the transportation and infrastructure sector. With a reputation for funding, planning and implementing challenging capital projects, Russ has a track record of building teams and marshalling resources to solve complex problems. Currently, Russ is the Chief Capital Projects Officer for the City of Kansas City, Missouri where he reports directly to the City Manager and is responsible for planning, budgeting and implementation of the city’s 5-year $600 million discretionary capital program and provides critical strategic and policy guidance relating to capital expenditures and projects. His responsibilities include leadership for the $315 Million KC Streetcar Expansion, the $63 Million Barney Allis Plaza / Auditorium Plaza Garage Reconstruction and the $200 Million “Buck” O’Neil Bridge Replacement. Russ’s signature public service achievement is the successful initiative to restore rail-transit service to the Kansas City region via the Kansas City Downtown Streetcar Starter Line and he continues to serve as member of the Board of Directors of the Kansas City Streetcar Authority, overseeing the management and operations of the Kansas City streetcar system, a system with the highest ridership per mile of all streetcar systems in the United States. Russ is also a former Councilman for the City of Kansas City. He holds a Master of Business Administration with Honors from Park University and a Bachelor of Science in Computer Science and Economics from the University of Nebraska.
